The Consolidated Grant program funds rural mobility projects, especially those that support the transportation needs of seniors, people with disabilities, people with limited income, tribes, or youth, and helps to connect them with health and human services and other day-to-day needs. It is administered by the Public Transportation Division of WSDOT. This grant program is accepting applications now, with a deadline of September 9th.

The Consolidated Grant program will fund a range of projects including: operations, the purchase of vehicles and equipment, small construction projects, and staffing for planning and mobility management projects. Proposals may support and sustain existing service or they may expand or establish new service.

Eligible entities include public transportation agencies, tribes, non-profit organizations, Non-Emergency Medical Transportation providers, and private carriers.

Projects must be consistent with the Human Services Transportation Plan. Later WSDOT will ask us to verify it addresses one or more strategies.

​

You must be able to demonstrate that your project addresses one or more unmet needs or barriers identified in the Human Services Transportation Plan and advances one or more of its strategies.

NOW is a good time to check that your project is supported by the draft HSTP. Review the Unmet Needs and Barriers tab and Mobility Strategies tab. If you have any questions or want to verify that your project is consistent, get in touch!

Helpful Tips: Consolidated Grant applicants will respond to two questions in the application about the HSTP.

·       Project Need: Your project must speak to one or more of the unmet needs or barriers included in this HSTP.  You can reference this pdf of Chapter 4 - Unmet Needs and Barriers. These needs and barriers are final for this update and the page numbers in the pdf will not change in the final report. They are derived from public needs and detailed community needs assessments, and refined with input from human services transportation providers from across the region, data from Department of Health resources, and plans and social media accounts from a variety of service providers. They were further refined and validated through public review of the draft Human Services Transportation Plan in July and August 2026.

 

·       Planning and Coordination: You need to reference the Human Services Transportation Plan in your response. Where a citation is requested for the strategies your project supports, use this pdf of Chapter 5 - Mobility Strategies. The references and page numbers will be unchanged in the final report.

 

When responding to the question about what page number your proposed project is on in the regional HSTP, respond "TBD."  When OCOG concludes its review and ranking process late this year as part of WSDOT's process, projects will be amended into the HSTP appendix and notice will be sent to WSDOT that the projects are included in the HSTP.

Finally, while you are not required to submit a letter from the Okanogan Council of Government (OCOG) it doesn't hurt. This helps demonstrate that you are part of our process, which carries a little bit of weight in the statewide competitive process. If you are interested, contact Amie Staggs, our OCOG planner, and ask for a letter of support from OCOG. Let her know

• the name of your proposal,

• what kind of project it is,

• the need and strategy(ies) you've indicated in your proposal from the HSTP, and

• just a couple of sentences that describe what your project does.

 

Be sure to give her enough time to turn that letter around before the application deadline. September 4th is the latest to get a letter back in time for your submittal package. While you're at it, it's also helpful to have letters of support from other entities, too. Reviewers look favorably on letters.
